The presence of such organisms in a product makes it unsafe for use and hence it must be tested to find out if it is free from it before being released into the market. This testing is done according to the standards set by the U.S. FDA for presence of objectionable organisms.

Food and Pharmaceutical Products Testing Specifications and Standards
